That depends on the model. The PSM (the "save your a$$" nannies) can be completely deactivated in the 991 GT3 in two stages (the ESC and TC have separate buttons). AFAIK, this is unique to the GT cars--in the other 997/991/987/981 models, there is a button to disable PSM, but it re-enables itself automatically if the ABS system is activated. I think that feature is to cover Porsche's corporate butt from product liability suits.
Parameters can be changed if the car is equipped with Sport Chrono according to driving mode (Off/Sport/Sport+). The 996/986 models had different, less extensive electronic systems and I'm not sure what they do exactly. I imagine the GT4 will follow in the mode of the GT3 and be able to disable PSM completely, but I'm not sure since I haven't seen one yet.
The performance-related systems (PTV+, e-diff, PASM, ABS, RWS, PDK-S, etc.) cannot be completely turned off without pulling fuses to disable the electronics, which could make the car undriveable, and they also have different parameters according to driving mode selected.
