My understanding and experience is that PMs stay in your outbox until the addressee opens it, then it goes to your "sent" box. You can still edit the message while it is in the "out' box. Once it has been read, it can no longer be changed.
Who are you sending the PM to? Try emailing them instead. They may not have received any notification of your PM for some reason and may not visit the forum often. I have a message in my outbox that has been there since 2016, the last time the user was active here.
