Rules clarification needed: windshield "alteration"

In section III of the driving rules:
Literally interpreting the word "alteration" would include changing the OEM glass for some other material (e.g. Lexan). However, the reduced weight will incur points under paragraph R, and should not be doubly penalized.
Is the intended interpretation of "alteration" really aero related, e.g. a chopped or laid back windshield?
