Element Fire Extinguisher?

Has anyone determined if the Element Fire Extinguisher is sanctioned for use in PCA driving events?

Contemplating getting one to attach to the seat mount in the GT3

It does not pass tech as it is not a rated fire suppression device.

Follow-on question then: Does this Rennline mount pass tech? I seem to recall that there was a requirement that there be 2 straps, or 2 releases (don't recall which, just remember we had to replace the mount in 70RSR to pass). This is the alternative I'm contemplating as the GT3 came with a Rennline mounting plate already installed:

For Time Trials and DE, all cars with 200 or more Performance Equipment Points
are required to have a 2.5 Halotron, 2-lb. Halon or 10-BC rated dry chemical fire extinguisher (or
larger) capable of extinguishing B/C type fires, securely metal- to-metal mounted in the cockpit in
a safe location convenient to the driver while seated and restrained. Any built-in or on-board
system that meets these minimums is also acceptable. This may include Aqueous Film-Forming Foam

Track use is not an issue for me, and it is easy to see why such a hand-held, strike like a flare, portable non-metal unit would not work for track use. Convenience, performance, ease of use are what sold me, not to mention Pelican's sales pitch. I have four of these units. One kept in the kitchen, and the other 3 kept handy in/around our cars and the garage...one always handy when out and about driving.
