New weight rule

A. Were my car chosen for inspection, I would be allowed to fill all the fluids before weighing and then it would be compared to the weight in the manual, or
B. The weight of my car as run for a timed run is compared to the weight in the manual?

The proposed rule (Remember they still need to be approved by all region presidents) means:

If your car was chosen for inspection, You would be allowed to fill all the fluids (and tools and spare etc.) before weighing and then it would be compared to the weight in the manual.

Of course, in any of the xS/S classes, you cannot remove the spare for timed runs (which includes the tools in many cars), correct?

The proposal specifically states that you can remove these for safety reasons, and the x/SS rules state you can remove weight for safety reasons.

I am trying to picture under what circumstances an xSS car would need to remove the spare and tools "for safety". The only thing I can think of is if an older car had the toolkit (and/or spare?) in the actual driver's compartment.

Am I missing something here? Are there other conditions that would be safety issues? Otherwise, xSS cars cannot legitimately remove the spare and tools, right?

Here is one example: the compressor/tools for my 997 are held in the front trunk by two "press-in" clips. During the threshold braking exercise in the PDS, these clips came loose and the compressor/tools were bouncing around the trunk. Now I alway remove them for driving events.
