According to James Allen in his blog for the ITV website:

'Massa drove the length of the pit lane with the hose hanging off, which was bizarre. But he had once again been released into the path of another car and so received a drive-through penalty. It was a good opportunity for the FIA to show that they are impartial in the handing out of penalties, but of course on this occasion it made little difference to the outcome as Massa was 18th when called in to serve the penalty.'

The alternative view is that it proved that the FIA were not impartial because his punishment in Singapore, when it was of no consequence, underlined how lucky his escape was in Valencia, when his reprieve was of great consequence. The two offences of an unsafe release were near-identical, with Adrian Sutil the driver nearly hit on both occasions, and had the same penalty been imposed in Valencia as it was a month later then the Brazilian would have lost valuable World Championship points.
