Yes, they can, but they must be hosted by another server on the internet, then you can link to them using the [Img] bbcode in your message. See http://forum.pcasdr.org/forum/faq.php?mode=bbcode#9

Unlike some other BBS software, there is no way to upload and store images on the local server with phpBB. You can use any number of free image hosting services to upload your image, though, and then copy the URL between tags in your message and it will show up in the body, como este:
