Is the FOS worth going to if one is not driving in an event?

Yes. I went as a spectator last year - there is plenty to look at and it is only 90 miles away.

And for $20 they ll let you take ur car on the track for a lap or 2 at a moderate pace.
Also they have some type of a test drive event using the new Cayenne GTS.

I really enjoyed the FoS as a spectator! I brought my wife and a friend for the Cup USA 2 race on Sunday (and the PCA CR1 race afterword).

Loved it. I planted the group at the far end of the infield grandstand just above the pit exit. Super exit for both groups and I loved listening to the exhaust tuning, pops and bursts from the cold cars as they headed to the track.

Really enjoyed the driving, car prep and execution by the teams.

A highlight was walking down next to the track for the PCA CR 1 race, down next to the underpass in the infield. Now that's getting close to racing! I had to remind my wife to 'duck' don't run if something is going wrong. The GT1 car blowing flames out of the tailpipe downshifting into the turn was very cool. My friend David gave a nod to the GT2 V8's growl as the sexiest sound of the day, though I favored the howl of the GT3's myself.

Fun Day!
