Given that it appears to be a very young family "trio of Ferdinands" pictured: Ferdinand Porsche, Ferdinand Piech and Ferdinand A. Porsche and the wheel looks to be a 4.5 inch wide piece, I bet it is a type approval meeting for the Fuchs for the '67 911 S. The gold anodizing is maybe to show the color potential for the design.

Look closer. Ferry has taken off his right shoe and is about to throw it at someones head for painting the prototype wheel that insanely bad color. Thank goodness they decided to go with combinations of aluminum and black. I might be a member of BMWCCA if early Porsches had come with gold Fuchs.
