Andy brings up a good point. Some clarification is needed here.
Per the 2009 Zone 8 Rules, a "Taste of the Track" program is for "participants" - "The participant will register for the event, pay an entrance fee, and sign the insurance waiver. The Event Chairperson must approve all participants and instructors for this program."
In paragraph "C" preceding this, it states:
"Participants must be at least 18 years of age and possess a valid state driver's license, and be in good mental and physical health. For Autocross only, 16 and 17 year olds may participate according to the rules of the Junior Participation Program."
The Zone 8 Rules go on to state that for a "Track Tour" - "There is no age restriction for passengers." There is no such exemption mentioned for the "Taste of the Track".
My reading of all this is that for the full-speed "Taste of the Track" the riders must meet the normal standard for full participants - i.e., over 18 or 16-17 with the JPP rules in effect.
The PCA National site has a "Taste of the Track" form, which includes the following requirements (my highlight):

Be at least eighteen years of age• Sign all appropriate insurance and track waivers
• Complete appropriate entry form including payment of entry fee
• Attend activities as a Novice student, such as a Drivers’ Meeting, a Novice classroom, and flagging session, if applicable
• Wear an approved helmet
• Clothing must comply with the Regional rules for Novice driving entrants
I think we could include 16-17 year olds who fall within the JPP Rules, since this is an Autocross, and the Taste of the Track program documents on the National web site were aimed more at DE events. However, the JPP rules are quite strict, and there is even a FAQ that spells the following out very explicitly:
* The 16-17 year old must be a CHILD of a current, active PCA Member (no friends, nieces, nephews, etc.)
* At least one Parent of the 16-17 year old must be present throughout the event
* Even if separated or divorced,
BOTH parents MUST sign the JPP participation waiver (not just our junior spectator waiver)
