How do I take a large jpeg file of my car and make it small enough to use as an avitar?

Any photo software will do this. You would just resize the image to 150x150 pixels and upload as an avatar. If you dont have the software you can send me the photo and I'll resize for you.

150X150 and less than 25 kb file size.

You could download a some free photo software like irfanview, just google it and stay with the sizes noted above.
It works nicely for FREE
