Yes the tire points are carried over from our present rules (x10).
The Zone 7 rules have:
25 points for treadwear 100-200
50 points 50-100
100 points <50
Slicks =175
I think that these are more reasonable points for the performance advantage of sticky and stickier tires.
The intent of the rules is that the points for a modification should provide similar performance advantages.

Actually the tire points under our new rules are more severe than the old rules in every case. For example <50 treadwear used to be 4 points and slicks 6 points which would be equivalent to 40 points and 60 points respectively under the new rules. Instead they are now 60 points for under <50 treadwear and 80 points for slicks, which is a meaningful increase in penalty points and in my view about what those modifications are worth relative to each other. The key point to always remember is that these modifications are open for everybody to use so nobody should feel they are at a disadvantage by having the tire modifications worth that many points. If you feel they are a bargain, go ahead and use that modification to your advantage. Nobody is stopping you.
With respect to Zone 7 penalty points for treadwear, believe they are out of proportion to their value. I have used Hoosiers (<50 treadwear) in my car as well as slicks and the advantage of slicks over Hoosiers is by no means 1.75:1. Just the same, the advantage of Hoosiers over 50-100 treadwear R-tires is by no means worth double points as prescribed in Zone 7 rules. Again, believe our new system is more reasonable in that regard.
